A low traffic neighbourhood (LTN) that has caused unprecedented congestion and major bus delays on one of the main routes out of London will be suspended, the local council has announced.

Congestion on the A23 had become so bad that buses were taking up to two hours to travel less than three miles — and it can be revealed that the council executives responsible for the scheme have no qualifications in traffic management or town planning.
